Internal Comment/ Visible Note addition without order reprocess

The order reprocess is set in our BU for changes to price, quantity and supplier.
We added a note to a Euro order; the order price, quantity and supplier was not changed yet the order still went for reprocess. We believe this may have been due to the exchange rate being automatically restated in the documnet history. The exchange rate note updated despite us not changing any order details other than adding a internal comment.
Would there be another way to add an internal comment to an order without having to edit the order - a few of our accounts staff have discussed the ability to add internal notes to orders and invoices previously?
